Job Specifications
The duties and responsibilities entail the following:

Planning, organizing, controlling and evaluating all programmes and processes related to the administration of national and other assessments;

Overseeing preparation and implementation of the Directorate's workplan and budget;
-
Developing and implementing risk mitigation measures to ensure reliability, credibility, and validity of assessment results;
-
Establishing effective internal controls and management information systems for assessments administration;
-
Overseeing the implementation of the Directorate's strategic plan and performance contract;
-
Promoting integration of ICT in assessments administration processes and operations;
-
Validating stakeholder communication on assessments administration processes and providing strategic leadership to contracted professionals, field officers, and assessments coordinators;
-
Advising the CEO on policy issues affecting assessments administration for Government attention where required.

Monitoring the enforcement of professional standards, compliance with statutory and regulatory requirements and Quality Management Systems in the Directorate;
-
Validating exit reports from assessments processes for approval.

Managing the competency development and performance of the direct reports for succession planning.
Person Specifications
For appointment to this grade, an officer must have:
-
Cumulative service period of fifteen (15) years relevant work experience, three (3) of which should have been in the Grade of Deputy Director or in a comparable position;
-
Master's degree in Education or equivalent qualification from a recognised institution;
-
Bachelor's degree in Education in a relevant field from a recognised institution; OR Bachelor's Degree in a relevant discipline PLUS a PostGraduate Diploma in Education from a recognised institution;
-
Leadership Course lasting not less than four (4) weeks from a recognised institution;
-
Membership to a professional body where applicable;
-
Valid practicing license where applicable;
-
Proficiency in computer applications;
-
Exhibited a thorough understanding of national policies, goals and priorities; and ability to relate them to the Assessment administration function.
