DUTIES AND RESPONSIBILITIES:

Overseeing the development, implementation and review of the Commission’s supply chain management policies manual, plans, regulations and procedures;
-
Advising on all policy matters on supply chain management;
-
Facilitating compliance with established and internationally recognized supply chain management procedures, laws, regulations and guidelines in all procurement transactions;
-
Monitoring and evaluation of usage of procured goods and services;
-
Introducing modern inventory management techniques and benchmarks;
-
Evaluating the performance of suppliers and contractors;
-
Facilitating payment of suppliers of goods and services;
-
Coordinating procurement market research;
-
Facilitating disposal of unserviceable stores; and
-
Coordinating implementation of e-procurement strategies;
COMPETENCIES
For appointment to this position, a candidate must have;
-
Served in the grade of Chief Supply Chain Management Officer or its equivalent for a minimum period of four (4) years;
-
Bachelor’s degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce (Supplies Management Option), Business Administration (Supplies Management option), Marketing or an equivalent qualification from a recognized institution;
-
Master’s Degree in any of the following disciplines: - Supply Chain Management, Logistics and Supply Chain Management, Procurement, Business Administration (Supplies Management Option) or equivalent qualification from a recognized institution;
-
Certificate in Leadership/Corporate Management Course lasting not less than four (4) weeks from a recognized institution;
-
Valid membership to a relevant professional body;
-
Meet the provisions of Chapter Six of the Constitution; and
-
Demonstrated a high degree of professional competence, managerial and administrative capability as reflected in work performance and results.
DUTIES AND RESPONSIBILITIES:
-
Advising the Commission on all financial and accounting matters;
-
Verifying financial management and budget performance;
-
Overseeing the preparation and submission of statutory returns;
-
Overseeing the preparation of Commission papers on financial matters;
-
Ensuring compliance to accounting standards and regulation;
-
Ensuring maintenance of proper books of Accounts;
-
Conducting the monitoring and evaluation of financial information systems;
-
Advising The Commission Committees on financial matters;
-
Ensuring compliance with statutory regulations;
-
Mobilizing and managing the Commission’s financial resources;
-
Ensuring preparation of annual budgets;
-
Coordinating the payment of suppliers in accordance with the Commission’s policies and procedures;
-
Overseeing the design and financial aspect for all donors and agreements with donor agencies;
-
Oversee the management of statutory and regulatory changes impacting the finance function;
-
Ensure preparation of accurate, complete and timely statutory annual reports, including monthly management accounts and balance sheet controls;
-
Ensuring safe custody of the Commission’s accounts and records;
-
Ensuring establishment of optimal Accounting control systems;
-
Monitoring accurate recording of financial transactions;
-
Overseeing effective accounting management to ensure effective compliance with set laws, policies, standards and procedures;
-
Ensuring the maintenance of proper books of accounts;
-
Overseeing safe custody of accountable documents;
-
Coordinating the preparation of periodic management and annual financial accounting reports;
-
Conducting cash planning and disbursement;
-
Ensuring accounting for special funds set up under various statutes;
-
Managing accounting information;
-
Coordinating the rationalization of estimates, annual appropriation andspecial fund accounts, cash flow control and cost analysis;
-
Ensuring statutory deductions are remitted to the relevant authorities;
-
Liaising with tax authorities to ensure compliance with the laid down internal and external regulations;
-
Overseeing commitment of funds and expenditure trends; and
-
Ensuring management of staff performance and capacity building of the finance and accounts personnel.
COMPETENCIES
For appointment to this position, a candidate must;
-
Served in the grade of Chief Finance Officer or Chief Accountant or anequivalent for a minimum period of four (4) years;
-
Bachelors degree in any of the following disciplines: - Commerce (Finance option), Economics, Business Administration (Finance option), Business Management (Finance option), Finance or equivalent qualification from a recognized institution;
-
Master’s degree in any of the following disciplines: - Finance, Business Administration (Finance option), Business Management (Finance option) or equivalent qualification from a recognized institution;
-
Certified Public Accountant (CPA)K by Kenya Accounts and Secretaries Examination Board (KASNEB) or equivalent qualification from a recognized institution;
-
Certificate in Leadership/Corporate Management lasting not less than four (4) weeks from a recognized institution;
-
Valid Registration with the Institute of Certified Public Accountants of Kenya (ICPAK) or relevant professional body;
-
Met the provision of Chapter six of the Constitution; and
-
Demonstrated a high degree of professional competence, managerial and administrative capability as reflected in work performance and results
