The Terminal Review Consultant will carry out activities per UNEP Evaluation Policy and Programme Manual, using a participatory approach with stakeholders. Duties include using quantitative and qualitative methods to assess project achievements against expected outputs, outcomes, and impacts. The consultant will conduct a desk review of project documentation, prepare data collection instruments (questionnaires, logic models), and collect data through interviews and/or surveys. Close communication with the project team is required to promote ownership of findings.
