Job Specifications
Duties and responsibilities will entail:

Coordinating, development, implementation and review of HR policies, regulations, guidelines; strategies, procedures and guidelines.

Coordinating recruitment, staff training and development programmes and industrial relations matters.

Providing technical advice on HR issues and interpreting HR policies, rules, regulations and statutes.

Overseeing human resource management activities including preparation of HR budget, recruitment, selection, placement, promotion, career management, training and development, staff welfare, discipline, salary administration.

Undertaking continuous appraisal and review of the Authority’s terms and conditions of service and making recommendations for improvement.

Coordinating the implementation of the performance management system.

Overseeing human resource planning and development.

Analyzing the staffing levels and making proposals for succession planning.

Overseeing training and development of staff.

Coordinating Training Needs Assessments and ensuring implementation of suitable training programmes.

Monitoring and evaluating effectiveness of training and development programmes.

Coordinating development and implementation of Performance Management System.

Coordinating development, implementation and review of Career Progression Guidelines.

Personal Specifications
For appointment to this grade an officer must have:-
-
At least nine(9) years relevant work experience in Public or Private Sector, three(3) of which in Management;
-
Bachelors degree in any of the following fields: Human Resource Management, Industrial Relations, Public Administration, Business Administration, Political Science/Government, Anthropology or any other Social Science from a recognized Institution;
-
Masters’ degree in any of the Human Resources, Management/Development/Planning, Industrial Relations, Public Administration, Administration/Management/Development equivalent qualification from a recognized institution;or any other equivalent qualification from a recognized institution;
-
Higher Diploma in Human Resource Management or equivalent qualification from a recognized institution
-
Leadership Course lasting less than four (4) weeks from a recognized institution;
-
Membership to the Institute of Human Resource Management;
-
Meets the provision of Chapter Six (6) of the Constitution;
-
Certificate in computer application skills; and
-
Demonstrated a high degree of professional competence, managerial and administrative capability as reflected in work performance and results.

Duties and responsibilities at this level will entail:

Participating in developing the Government Enterprise Architecture, project Governance Standards and guidelines in consultation with user Departments;
-
Ensuring that project charters from MCDAs are consistent with the approved GEA;
-
Providing guidance in the establishment of appropriate project Governance structures in Ministries, Departments, Counties and Agencies (MDCAs);
-
Participating in disseminating the approved programme and project Governance framework to stakeholders;
-
Participating in developing programme and project initiation, delivery and budget documents;
-
Liaising with agencies participating in multi-agency programmes and projects in establishing implementation structures, strategies and plans, resource requirements and benefits plans;
-
Assigning competent programme and project managers to critical programmes and projects;

Participating in ensuring that programmes and project stakeholders are well informed and involved in all programme and project activities;

At least seven(7) years relevant work experience in Public or Private Sector

Bachelors’ degree in any of the following fields: - Project Management or any other equivalent qualification from a recognized institution plus a certificate in ICT related field; OR Bachelors degree in any of the following fields: - Computer Science, Software Engineering, Computer Engineering, Information Communication Technology, Electronics and Telecommunication or any other equivalent qualification from a recognized institution plus a certificate in Project Management or related field;

Masters degree in any of the following fields:- Computer Science, Software Engineering, Computer Engineering, Information Communication Technology, Electronics and Telecommunication , Project Management or any other equivalent qualification from a recognized institution;

Certification in a relevant project management area such as Project Management Project (PMP), Certified Associate in Project Management (CAPM), Certified ScrumMaster (CSM), Master Project Manager (MPM), Certified Project Manager (IAPM), CompTIA Project+ or (Projects IN Controlled Environments) PRINCE 2 Practitioner;

Job Specifications
Specific duties and responsibilities will entail:-

Developing and reviewing internal audit guidelines, processes and procedures;

Ascertaining the PCPB’s compliance with the relevant Internal Audit statutes, policies, administrative government circulars and guidelines;

Implementing internal audit mechanisms;
-
Analyzing the adequacy of internal policies, procedures and processes to ensure necessary and sufficient internal controls are in place;
-
Identifying and profiling various risks inherent in specific audit assignment;
-
Undertaking various Internal audits;

Preparing detailed, understandable and cross-referenced work papers to evidence work done and for future references, in compliance with standards for professional practice in internal audit;

Preparing reports on audit findings and making appropriate recommendations;

Executing audit activities to ensure reliability and integrity of information and effective use of the ICTA resources and compliance with contracts, standards and policies;

**Job Specifications **
An officer at this level will be responsible for managing monitoring and evaluation systems and tools for implementation of the Authority activities, programs and projects. Specific duties and responsibilities will entail:-

Implementing and reviewing Monitoring & Evaluation policies, strategies, programmes and guidelines;

Coordinating development of performance frameworks and indicators and targets in the Monitoring & Evaluation systems for implementation and tracking;
-
Preparing and reviewing progress reports on projects and programmes in close coordination with the relevant departments;
-
Coordinating, collecting, analyzing and compiling of data;
-
Preparing and presenting Monitoring & Evaluation annual reports;
-
Coordinating and documenting best practice and shared learning;
-
Spearheading program implementation cycle;

Establishing and managing performance monitoring frameworks for the Authority;

Ensuring continuity of computer system services for computer users by providing the technical expertise;

supervising the installation of computer software products, modify/repair hardware and resolve technical problems;

Duties and responsibilities at this level will entail:

Providing legal advice to ensure the best legal approach is taken by the Authority;

Drawing up and submitting contracts, agreements and other legal documents;
-
Undertaking research on different information to ensure the Authority is acting in accordance with all applicable laws;
-
Preparing Quarterly Legal Reports;
-
Preparing Board Resolutions, Action Points, Board Reports and Board Minutes;
-
Accessing information required on case files and communicating to the external advocates;
-
Identifying legal and compliance risks and issues relative to the Authority’s intended actions;
-
Managing the risk exposure of the Authority by ensuring compliance with all relevant statutory and regulatory requirements;
-
Liaising with external lawyers on all cases filed against the Authority to ensure instructions, witnesses and statements are procured on time;

Working with external lawyers to initiate lawsuits or to formulate a defense, to gather evidence in legal proceedings involving the Authority;

Preparing and monitoring of the Division’s budgets and expenditures;
