Job Specifications
An officer at this grade will:
Coordinating the development, implementation, and review of human resource management policies, strategies, plans, procedures, and guidelines, and ensuring compliance with statutes, regulations, and applicable laws in the implementation of all human resource policies and programmes;
Coordinating human resource planning and organisational review, including the management of staff recruitment, selection, placement, and induction, and overseeing effective employee separation from the Authority in alignment with the Authority’s strategic objectives and statutory requirements;
Coordinating learning and development across the Authority, including the development and evaluation of staff succession plans, career progression frameworks, and talent management programmes, and supervising coaching and mentoring of staff to build institutional capacity;
Reviewing compensation and benefits administration, the development and evaluation of staff benefits schemes and rewards systems, and overseeing the implementation and coordination of staff performance evaluations using the balanced scorecard, including the framework for recognising performance and productivity;
Managing employee relations including grievance and disciplinary matters, and supervising the implementation of employee health and wellness schemes and welfare programmes, including compliance with Occupational Safety and Health Administration requirements (WIBA, GPA, and GLA insurances) and mental health support;
Coordinating the management of the Human Resource Management Information System (HRMIS) to maintain up-to-date employee information, and supervising periodic assessments of the effectiveness of HRM tools for staff attraction, motivation, retention, and job satisfaction;
Reviewing the integration of human capital development initiatives — including training needs assessments and succession planning — into the Authority’s operations;
Coordinating the development and review of remuneration strategies and appropriate terms and conditions of employment, in compliance with State Corporations Advisory Committee (SCAC) and Salaries and Remuneration Commission (SRC) guidelines;

**Â Person Specifications**
For appointment to this grade, a candidate must have:
Cumulative service of twelve (12) years of relevant work experience, three (3) of which must have been served at the grade of Assistant Director, Human Resource Management and Development or in a comparable and relevant position;
A Bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Public Administration, Industrial Relations, Business Administration, Social Sciences, or any other relevant field, from a recognised institution;
A Master’s degree in any of the following fields: Human Resource Management, Human Resource Development, Public Administration, Industrial Relations, Business Administration, Organisational Development, Strategic Management, or any other relevant field, from a recognised institution;
Professional certification in any of the following: Certified Human Resource Professional (CHRP-K), Higher Diploma in Human Resource Management, Senior Professional in Human Resources (SPHR), or any equivalent certification;
Membership in good standing of the Institute of Human Resource Management (IHRM);
A valid practising certificate from the Institute of Human Resource Management (IHRM);
A certificate in a Leadership Course lasting not less than four (4) weeks from a recognised institution;
Proficiency in computer application skills; and
Demonstrated managerial, administrative and professional competencies as reflected in work performance and results.

Job Specifications
An officer at this grade will be deployed in Corporate ICT and will be tasked with;
Implementing the formulation, development, and execution of ICT policies, strategies, and operational plans aligned with the Authority’s Strategic Plan to guide internal digital transformation and technology adoption;
Implementing the automation of business functions and processes for efficiency, effectiveness, and optimisation in the Authority’s operations and service delivery;
Implementing cybersecurity measures, guidelines, and controls to safeguard the Authority’s ICT installations, systems, and databases against violations, threats, and unauthorised access;
Implementing effective disaster recovery and business continuity mechanisms, including backup procedures, failover systems, and recovery protocols for operational resilience;
Conducting the maintenance of the Authority’s ICT infrastructure and systems, including networks, servers, applications, databases, and end-user devices, for effective and efficient operations;
Conducting efficient ICT support services to the Authority’s users through helpdesk operations, technical assistance, incident resolution, and user request management;
Conducting the training of the Authority’s users on the use of ICT systems, applications, and digital tools to enhance digital literacy and productivity;
Preparing advisory to management on ICT-related matters including technology investments, digital initiatives, system upgrades, security posture, and alignment with organisational objectives;

For appointment to this grade, a candidate must have:
Cumulative service of nine (9) years of relevant work experience, three (3) of which must have been served at the grade of Senior ICT Officer or in a comparable and relevant position;
A Bachelor’s degree in any of the following fields: Information Technology, Computer Science, Telecommunications, Electronic and Electrical Engineering, Business Information Technology, Mathematics, Statistics, or any other relevant field, from a recognised institution;
Professional certification in any of the following: CCNA, CISA, PMP, PRINCE2, OCP, ITIL, TOGAF, COBIT, CISSP, CCSP, CCSA, CDMP, CBIP, CEH, AWS / Azure / Google Cloud certifications, or any equivalent certification, where applicable;
Membership in good standing of a relevant professional body;
A valid practising licence from a relevant regulatory body, where applicable;
A certificate in a Management Course lasting not less than four (4) weeks from a recognised institution;
Demonstrated managerial, administrative and professional competencies as reflected in work performance and results.

Job Specifications
An officer at this grade will:
Implementing the Authority’s legal policies and procedures, and conducting legal research on emerging legislation, case law, and regulatory developments affecting the Authority;
Preparing legal opinions and advisory memoranda on matters referred to the legal function, and supporting senior officers in liaison with the Office of the Attorney General;
Drafting, reviewing, and negotiating contracts, Memoranda of Understanding (MoUs), service-level agreements, leases, and other legal instruments, ensuring legal soundness and protection of the Authority’s interests;
Implementing the custody and management of the Authority’s legal documents and the maintenance of records of legal status of assets, liabilities, and claims;
Preparing Board and Committee agenda, papers, minutes, and resolutions, and supporting Board induction, training, and governance compliance activities;
Implementing routine engagement with regulatory agencies, statutory bodies, and oversight institutions on legal and compliance matters;
Operating the register of conflicts of interest, the Code of Conduct and Ethics implementation framework, and the governance compliance reporting system;
Preparing licence applications, statutory returns, annual filings, and licence renewal documentation, and conducting compliance assessments;
Conducting litigation support activities, including the preparation of pleadings, witness statements, and instructions to external counsel, and attending court proceedings as required;
Person Specifications
For appointment to this grade, a candidate must have:
Cumulative service of nine (9) years of relevant work experience, three (3) of which must have been served at the grade of Senior Legal Officer or in a comparable and relevant position in legal practice, corporate governance, or regulatory affairs;
A Bachelor of Laws (LL.B) degree from a recognised institution;
A Postgraduate Diploma in Legal Practice from the Kenya School of Law;
Admission as an Advocate of the High Court of Kenya with a current valid practising certificate;
Membership in good standing of the Law Society of Kenya;
A certificate in a Management Course lasting not less than four (4) weeks from a recognised institution;
Proficiency in computer application skills; and
Demonstrated merit and ability as reflected in work performance and results.
