The aim of the technical support is to provide Ministry of Health of Kenya with timely and strategic assistance in developing and implementing effective communication strategies and campaigns, through the support of a dedicated expert based at MoH. This will include monitoring online and media discourse, managing crisis communication, and coordinating relevant partners. The consultant will work with relevant staff across the Ministry and with external partners on strategy development and implementation. This will require a senior consultant of a high caliber with prior experience in advising a government entity on communication. KEY DELIVERABLES: 1. Support the development and implementation of communication strategies for public announcements, policy advocacy, risk communication and community engagement. The target audience includes policy makers, health workers, families and communities. 2. Monitor both traditional media and social media platforms to identify and address misinformation and disinformation (social listening). Listen to the voices of the citizens, health workers and policy makers to craft key messages that resonate effectively with all stakeholders. 3. Map critical issues and engage with concerned MoH Divisions, and propose an effective internal communication mechanism within the Ministry of Health, which will strengthen internal coordination and facilitate a proactive and coordinated communication response. 4. Provide advice on crisis communication when necessary (e.g. in case of a major adverse event following immunization). Stay informed of lessons learned and good practices from other countries. 5. Engage partners to drive advocacy, raise awareness and promote community engagement. Guide the chair of Risk Communication and Community Engagement (RCCE) technical working group to ensure the partners’ support is coordinated and effectively reaches the audience with key messages. Special attention will be given to supporting high-risk populations and addressing gender parity. 6. Carry out additional tasks as instructed by the Office of the Director general.
